Obwohl Deutschland eine der zentralen Kolonialmächte in Afrika war und heute der zweitgrößte Entwicklungshilfegeber ist, fehlt es an umfassenden Arbeiten zur postkolonialen Verfasstheit gegenwärtiger deutscher Entwicklungspolitik. In seiner Studie Global Development and Colonial Power – German Development Policy at Home and Abroad untersucht Daniel Bendix deutsche Entwicklungsaktivitäten von staatlichen Institutionen und NRO und weist die uneingestandene Verwicklung von Entwicklungspolitik in koloniale Denk- und Handlungsweisen nach.
Das Buch analysiert konkrete Politik und Praxis in ausgewählten Interventionsfeldern: entwicklungspolitische Bildungsarbeit und Spendenwerbung in Deutschland sowie Müttergesundheitspolitik und Bevölkerungskontrolle im globalen Süden. Es arbeitet heraus, wie Ungleichheiten und Ungerechtigkeiten, die Entwicklungspolitik vorgibt zu bekämpfen, fortgeführt werden, wenn entwicklungspolitische Akteur*innen das koloniale Erbe nicht angehen. Nach der Studie ist es notwendig, koloniale Macht als transnational wirksam zu verstehen, im Zusammenspiel von Entwicklungspolitik im Innern und nach außen.
